Combine Civil Authority Standard Issue Field Manual

All enlisted protection units must keep this manual in their possession at all times. Failure to do so is punishable by amputation. Should this manual fall into anti-citizen grasp; contact a divisional supervisor immediately.

Section A - Basic introductory to the Combine Civil Authority

Welcome, you are now part of the Combine Civil Authority. As a member of this old and cherished group, you will start from the ground up in learning the ins and outs of each nook and cranny. A proper metropolitan police officer would be of absolutely no use to us if he is unable to communicate properly to his peers. Nor would he be of use if he did not act like a proper civil protection officer. You will learn to obey those above you, crush those below you, and ensure socio-stability across each sector of this god-forsaken world. Below are commonly listen radio codes, that each officer will be required to know.

Code 647A: Vagrant loitering in a public place. (Vagrant means someone Homeless.)

Code 647C: Vagrant is evasion status!
Code 647E: Anti-citizen.
Code 100: If a citizen who applies, says his name/CID wrong.

Inject (To formally deploy) - Move into a establishment or block.
Contain - To clamp off entrances of a area and confine the situation to a certain area.
Unrest - Rebellion or Riot.
Anti-Citizen - Individual convicted of multiple anti-civil violations; MALIGNANT.
Malignant - Individual convicted of multiple anti-civil violations. Subject is contagious and contains devised behavioral pattern.
Administer - To issue a verdict to a resident. (E.g. Administering a beating)
Pacify - To detain a individual non-lethally.
Clamp - Restrict residential access to a certain area; Deploy standard
Clamps - To restrict activity provide protection.
Unlawful Procreative Activity (UPA) - Attempting to perform intercourse.
Expose Flush - Suspects or expose them from cover.
Stand By - Await orders.
Intercede - Take immediate control of the situation; Ambush/surprise hostiles.
Extract - Withdraw subject out of Location 1 to Location 2.
Clear Often - Used as a breach term to inform the team that the area is clear of contraband and anti-civil activity.
Breach - To force entry to a designated area, often used in sweeps when breaches are placed or the door is kicked in.
Stabilize - To restore order to a situation by any means necessary, this is determined lethal/non-lethal by your commanding Authority.
Deploy - Often used in reference to the deployment of equipment or a squad. (I.E Deploying sterilizers at block; A )
Prosecute - To administer verdict to a resident through means of prosecution.
Isolate - To disband a large group of Citizens. (Two is Company, three's a crowd, four is a party!)
R.O.E (Rules Of Engagement) - Often set for breaches or sweeps by the team leader.
Amputate - To kill or remove limbs from the body.
Hold - Maintain position defensively.
Ripcord - Fall back to move back or away.
Diagnose - Determine an investigate level and situation.
Inoculate - To protect or safeguard from a threat.
Sterilize - Clean a designated area of Anti-Citizen/Civil Activity.
Contact - Hostiles spotted, prepare confirm to engage.
Contact Confirm - Contact is confirmed malignant and hostile, engage!
Sociocidal - Attempted disruption of the social order.
Divisive - Having a quality that divides or separates from the Civil Populace(Causing malcompliance or other forms of rebellion).
Restrict - To prevent access from a designated area or location.
Bio-signal - A suit mechanism that is responsible for lifeline monitoring as well as synchronization to the Civil Authority system.
Infestation - High amounts of nectrotic/parasitic activity.
Biotic Non-naturalized - Alien species. (E.g. Vortigaunts, Headcrabs, Etc.)
Infected - Hostile Protection unit under Parasitic control.
Exogen - Antlion.
Necrotic - Zombie.
Parasitic - Headcrab.
Virome - Poison/Fast Headcrab.
Outland - Foreign.
Bouncer - Grenade.
Restrictor - Thumper.
Viscerator - Manhack.

Sub-Section 2A - Civil Citizens' Code of Citizenship Regulation and City Rules/Violations.

Rules are meant to be followed, anti-citizens think otherwise. Enforce the rule of Our Benefactors with the pre-categorized violations listed below.

Level 1:

- Running.
- Jumping.
- Climbing.
- Yelling.
- General uncivil behavior.
- Loitering. (Standing doing nothing)

Punished with re-education.

(Re-education should be administered via three hits to the back from stun-stick. Anymore than three will result in punishment from your commanders.)

Level 2:

- Swearing.
- Harassing another citizen.
- Attempted communication to a Civil Protection officer without orders. (Usually ranks above OfC, 05 - 01 is fine.)
- Committing a level 1 violation right after or shortly after a warning.
- Possession of green marked contraband.
- Wasting an officer’s time.
- Not speaking an official language.
- Not using authorized citizen clothing.

Punished with negative 2 points, one cycle in detainment and a re-education.

(For each piece of green marked contraband they have, subtract two points from that citizen. Ex. If a citizen has three pieces of green marked contraband, take away six points. The reason would say *Citizen had three pieces of green marked contraband* so that a that anyone who reviews it will know why you took off six.)

(Remember to attempt to tie them and make them apply! Knock them out with your stun baton before taking them to the Nexus. We don't want them to see the inside other than their cell. When releasing them, knock them out once more, untie them, then dump them on the street or an apartment block.)

Level 3:

- Failure to apply.
- Failure to report a crime. (In-action)
- Not following Civil Protections orders.
- Theft.

Punished with negative 4 points, two cycles in detainment and a re-education.

Level 4:

- Trespassing on Combine owned property.
- Stealing tokens.
- Direct unit harassment. (verbal) (accidental physical harassment)
- Fighting. (with other citizens, if a priority citizen is attacked it is counted as policide)
- Tampering with unconscious or deceased bodies.
- Resisting arrest and/or questioning.
- Property Vandalism.

Punished with negative 6 points, re-education and three cycles in detainment.

Level 5:

- Direct unit harassment. (i.e. spitting, throwing cans.)
- Attempted policide. (i.e. punching)
- Propaganda (light and not in favor of the combine)
- Ignoring lock-down of city blocks.
- Possession of yellow marked contraband.
- Lying in interrogation. (need actual proof or witness(es)!)
- Possession of yellow marked contraband.

Punished with negative 8 points, re-education and four cycles in detainment.

(Interrogation for how contraband was obsessed.)

Level 6:

- Trespassing inside the Nexus.
- UPA. (Unauthorized Procreative Activity; sex or "ERP" )
- Combine property vandalism.
- Mental imperfection.
- Homicide. (murdering a citizen)
- Attempted patricide.
- Hostaging.
- Robbery.

Trial for amputation, or to be decided immediately by a DvL or above. Always to be carried out by the SU (which will be easily done).

Level 7:

- Possession of red marked contraband.
- Patricide.
- Trespassing in City Administrator's office.
- Homicide/Capital Noncompliance (murdering a Civil Protection Officer)
- Rebel conspiracy. (without physical evidence)

Punished with amputation, no exceptions.

(Interrogation first for contraband, then amputate.)

Sub-Section 4A - Basic Civil Authority Ranking Structure

As a Civil Authority unit, you will be allowed certain authority depending on your rank. The privileges and authority can range from residential curfews to non-standard lethal force being used for on-duty service. As a protection unit you are granted these authorizations solely on your service, roleplay and dedication as a unit.
Ranking authority is not valid for off-service protection units.

RCT: Welcome to the quiet steel halls of the Nexus, the begrudging yells from your superiors after you forgot to grab zip-ties upon leaving the Nexus. Welcome to the quiet tears you will shed under your mask after being attacked by a citizen, in spite of every effort to stop him. You are a recruit, you are still human, act like it. You do not yet have the capability to patrol alone, nor the capability to any weaponry.

06: You've now reached the rank of 06 within the Combine Civil Authority, you feel some of your more superfluous emotion slipping away, but just a little. You now even have the capability to patrol alone, and get access to more advanced equipment. You now have access to the 9MM pistol as well, enforcing your rule over citizens just that much more.

05: You are now a 05, and can now notice the frost encroaching upon your soul, but just a little bit. You are now noticeably different from a recruit. No more silly mistakes! You still are hesitant regarding patrolling alone or detaining citizens by yourself, which you can now do for the first time. Speak to a Divisional Leader at 05 to choose which division you would like to join. You have three choices: SU for Specialist Unit, MD for Medical, and CR for Civil Relations. Each of these three branches have their own Squad Leader, Divisional Leader, and procedures and operating guidelines. CR focuses on the generalities of the CCA, such as patrolling, detaining, and issuing permits to up and coming business owners. MD focuses on treating ill or injured CCA units, stopping the spread of disease throughout the cities populace, issuing disease control checkpoints, and requesting lock-downs due to health related reasons, being the medical branch, MD gains access to advanced medical equipment earlier on. SU is the technology and combat branch of the CCA. Their main focus is sweeping sectors, locking down points, interrogating citizens and investigating possible anti-citizen activity. As such, the SU gains access to more advanced weaponry earlier on.

04: Welcome to 04, your colder now, and depending on which specialization you joined during your time as an 05, you'll now have access to some of your departments more advanced equipment. You will also begin receiving "growth" supplements from the MD division.

03: You look and feel strikingly different from when you joined the CCA, but now your belt is filling up with even more equipment. Your happiness and humanity is slipping away from you at an alarming rate, and in some way it still scares you. Its too late now, your already going through hell (and causing it if ordered), just keep going. CR and SU won't receive anything this rank, but MD will now have access to the Hypodermic needle with Morphine ampule.

02: You are moving up in the world! You are a marvel of Union technology! You now have lost a significant portion of your humanity and you could care less, so act like it. At this point, any 02 ranked units enlisted in SU will have access to shotguns. Any 02 ranked CR units will now be able to order patrols to lower ranked units. Any 02 ranked MD units will now have access to the defibrillator, anti-depressants, and be trained in operation of mental re-education.

NOTE: All Ranks higher than 02 are subject to harsher punishment for failure.

01: You sit even higher on your horse, and augments are now attached to your body depending on your specialization. You lack any discernible emotion at this point.

OfC: Officers can issue an amputation order to a fellow 01, and torturing orders to an 03 ranked unit and up in their department only. You have access to Shotguns and MP7s, and have no qualms regarding amputating or torturing citizens. You are not to be tested in hand to hand combat, or standard weapon combat. Knocking someone out in one punch is available to you with your massively increased strength. You have the ability to command squads with up to four to five characters and arresting citizens for your own reasons. Promotion at this rank is unlikely, except in the event of a tremendous demonstration of skill or valour in service of the CCA.

EpU: Elite Protection Units are frequently assigned command of small squadrons of men, offering recommendations for promotions to their units Divisional Leader, and have access to the Nexus in its entirety. Training other units is their priority. They have the capability to enlist their own personal guard, and lead six to seven units. Nothing remains sacred to an Elite Protection Unit, their skill in handling weapons is immense, their strength rivaled only by the few ranks above them. Depending on your specialization, EpUs within the MD department will gain the ability to create checkpoints to check for disease, perform human experimentation, and access to stronger painkillers. EpUs within the SU department can now assemble a death squad, and order death squad sweeps throughout suspected Rebel controlled territory. EpUs within the CR department now can lock off entire districts within the city. Humanity is all but gone for you.

SqL: SqL’s, or Squad Leaders are men of immense power within the ranks of the CCA. They lead groups of 10+ men while charging into entire districts, command city-wide lock-downs if the Divisional Leader is not present, or delegates the responsibility to you. Squad Leaders can demote, torture, punish, kill citizens by themselves; and promote with the authorization of their unit divisional leader.

DvL: There can only be one Divisional Leader for each department, one for CR, MD, and SU. You have access to entire arsenals of weapon, and don't remember what your name was before you enlisted. You are a number, a machine in a system that knows no free will.

SeC: There can only be two of you, and you both run the city. You make contact with the City Administrator, decide upon promotions in your ranks. You are a modern, emotionless, dystopian cyborg. Anything is within your reach, and anything that isn't will soon be.

Amounts of points grant citizens access to certain things.

•5 Points - Loyalist status and Level 1 Armband. (Red)
•10 Points - One additional ration package, and able to apply to the Civil Worker's Union.
•15 Points - Two Rations at Universal Union Ration Distribution Centers, and able to apply to the Combine Civil Authority.
•20 Points - A monetary award of 500 Tokens and a Level 2 Armband. (Blue)
•30 Points - Ability to exchange tokens for rations. 100 tokens will be taken for one ration package.
•40 Points - One additional ration package, and monetary reward of 1000 tokens.
•50 Points - Able to apply to become the City Administrator's Assistant or work in the Nexus and a Level 3 Armband. (Green)

NOTE: If a Loyalist is detained for a level 2 - 7 violation, their Loyalist status is revoked and their points are reset.

Sub-Section 3B: Event Protocols

All events listed here are only to be initiated while a SqL or above is online.

<:Neutral| In the event of a citizen kidnapping... ||::>

In the event of a citizen kidnapping, it is normal for a Civil Protection unit to not worry about that citizen. Our main purpose it to make them be civilized, not cradle them, but if the event to occur, a list of requirements must be met. -

At least five to ten Civil Protection Team Units must be available at the time of event.
A judgement waiver must be set into effect. For this to work, one high ranking officer will go with one group of CCA to enforce the judgement waiver while another unit (OfC or above) will lead another group, in search of diminishing the issue. Recruits are to be taken as squad members at all times.
An Autonomous Waiver must be placed under effect for Sector 2, IF the suspect has ran off there.


<:Neutral| In the event of a Civil Protection Unit kidnapping... ||::>

In the event of a Civil Protection Unit kidnapping, all resources of each department are to be reorganized in search of the unit. Losing our own men shows a sign of weakness. A reverse engineering of any technology that was present on the unit would be detrimental to the departments integrity.

Below are the requirements listed for a kidnapping to occur.

At least seven to ten Civil Protection Team Units must be available at the time.
A judgement waiver must be set into effect. For this to work, one high ranking officer will go with one group of units to enforce the Judgement Waiver while another high ranking officer will lead another group, in search of diminishing the issue.
All recruits are allowed access to each squad.
An Autonomous Waiver must be placed under effect for Sector 2, IF the suspect has ran off there.

Sub-Section 4B: Role and Personal Roster

<:Neutral| Sectoral Commander - SeC ||::>
Role: The Sector Commander controls all unit operations within his given sector. The SeC is currently the highest rank within a city, and is responsible for all things. Sector Commanders commonly enlist lower ranked units as their personal guard, due to their great importance to the Combine image.

Ability to command Overwatch.
Ability to authorize Judgment Waiver.
Ability to bestow judicial power upon any unit below them.

Role: Performing common ground tasks. they have absolutely no power within any department. They can merely execute orders from units with the proper authorization.

Sub-Section 5B - Divisional Roster

Standard Ground Units (CCA)

Civil Relations (CR) - The basic strong arm of the CCA, their call is to patrol, ensure stability within the city, detain nefarious citizens, and setup checkpoints.

Medical (MD) - To ensure good health among the populace and the CCA. They insure diseases are not spreading, units are not in pain, and the dead are brought back to life if at all possible.

Specialist Unit (SU) - To sweep the entire city if needed, to interrogate detainees, to investigate anti-citizen activity, and to carry out judiciary orders.
